The carers and families can't afford a legal case and even if they could, it would be very difficult and hard on the people with learning difficulties to put them through something like that in which they don't really understand what's going on. Plus the carers are all fearing that they would lose their respective people, most of which have lived in with the carers families for many years becoming part of the family, offering them a stable home with a good family unit around them, not to mention the fact that the carers would then be out of work and more than likely blacklisted, which has been threatened to them. The people would end up in care homes with no stimulation, and certainly not the same level of care as they get living in a normal family home. It would be terrible for them.
