one thing that raises is for me is as which point is it the council's fault?

in general this is a problem

when it comes to voting who really knows which decisions taken by which bodies are the ones that should be taken into account when judgind a politicians record in elected office?

be that local counciller, parish counciller, or local MP?

it's like the closure of public libraries.

fine blame the government for less money being given to local councils - that's absolutely spot on, but isn't it the local council that decides whether to close a library or to cut somewhere else or to put up council taxes?

are the bands fixed at national level, not the amount - but the changes in amount paid?
