If the 40% figure is from the ATL annual conference, then their drop out rate includes those who dropped out after completing training together with those who dropped out after actually starting in a school. the psot-training drop out rate seems to the be the same as in 2009 under Labour.
I won't pretend to know how all of these various stats are compiled and what is actually being compared from year to the next (I suspect it's apples and oranges and therefore meaninglesS) but there seems to be a fairly consistently high attrition rate regardless of the colour of the government of the day.
