singing sections - Palace and Cambridge have done it

sales of tickets for Wembley play-off finals etc are outsourced to SeeTickets, TicketMaster etc, and you get to choose your block. so the club just need to designate certain blocks e.g. lower tier behind goal as a 'singing section', promote it as such, and hopefully people buy accordingly
