It's actually rather ambiguous

The ball must be placed inside the corner arc nearest to the point where the ball crossed the goal line

I would interpret that the other way round i.e. the ball has to be fully in the area.

Either way, it really doesn't matter one iota as long as it;s interpretted consistently (and even if not, it's barely one iota as long as something is in the quadrant)
