He's simply saying that in his opinion this was going onin south america and now we have a global league it goes on in the prem.

Its only down to you/me to 'guess' his opinion of his moral aspect of it.

He's stating his opinion. No worse than someone saying 'doping in cycling was more prevelent in america, and now xxx is cycling for team f**kwits in the uk doping is going on here'
