I think in essence he's just saying the game has changed and theres new elements of the game..... He's making a point about the diving amd surrounding the ref.... Theres certainly more of that today than in the 70s and 80s. He may state his opinions which people disagree with but i dont think that makes him racist. Souness signed black players and catholics for Rangers (amidst much complaint from their 'fans') so HAS gone against the grain and done the right thing before.
