Does anyone on here use Neteller?

are their prepaid Master cards everything they say they are? Supposedly I can take money directly from ATMs as long as I have money in the account. Is that really the case?

Basically I need to transfer a sum of money from another very basic online account to one where I can gain access to the cash quickly and easily.
