????? Seems pretty reasonable to me.

I work for a local charity that helps indigent people in various forms.
People who have a drug problem don't need more drugs, they need professional help.

There is also many cases of people being professional beggar's.

Surely its better to give the money to the right charity (yes I know there are some dodgy ones) to means test and distribute to those truly in need.
