So basically, the Star Chamber always considered

that shooting was the correct sentence ?

Or did they sometimes think a 20-hour community service order would have been correct, then after the judge had sentenced the chap to a 1-month suspended prison sentence and a 500 quid fine, they assassinated the criminal in question ?
