Techie help anyone?

I have a pc at home and I installed all the drivers for it for Windows 98, but the usb port won't react to software, and I've come to the conclusion windows 98 is a bit old and naff

If I get windows 2000, will this sit u a tion be resolved easier, as in will windows 2000 be like xp and just recognise and download all the drivers needed when you plug a device in?

Or should I buy a dodgy copy of xp off ebay?
