this is a technicality

the exemption that league clubs got that allows them to sign players on loan outside the transfer window was only granted on the basis that it was used just for 'emergencies'. So everyone calls (in fact has to call to avoid breaking the rules) every loan an 'emergency' and everyone is happy...
