I think it would send out a message and that would be worth trying

Of course I don't think it would end racism in British football immediately (and it's not very sophisticated rhetoric to put words in my mouth like that). However, I do think that it would make clubs more proactive in addressing the root cause, it would encourage fans to be (even) better at self-policing, and it would be a strong statement from the powers that be that racism will not only not be tolerated, but will be punished in the strongest way possible.
