They're not looking for fairness, they're trying to get as many people there as they can

A tenner off a ?65 petrol round trip is not going to make people suddenly say "ooh, I'll go to that" - they'll either already be going, or not see any benefit. But offer travel and ticket for ?15? Suddenly that becomes more attractive to people who can normally only afford the cheapest way of travelling - via Cabbage - anyway.
