if that is the plan, they need to say so and manage the fans' expectations because it won't be a particularly popular one in the short term.

I wonder if that was actually the plan they had in mind with Adams, but didn't feel confident enough to spell it out and instead felt compelled to push the 'promotion or bust' mantra. Adams just seems a really odd appointment for a Must Be Promoted This Season campaign, but he would have made a huge amount of sense as a We Want to Consolidate for the Future appointment.
