will Phelan be able to buy / sell players?

we can assume no permanent managerial appointment will be made until toward end of January. Regardless of whether they "scour Europe" again, negotiations etc will take a few weeks, so will Phelan do anything in the transfer market? At least he knows our deficiencies. Any new manager would not immediately know areas to strengthen.
