No, the production team pick candidates who will make reasonably good TV

Sugar himself has said he only takes a very cursory look at the business plans before the final stage.

The show isn't about finding a good business to invest in - Sugar has already done that by selling his TV show to the BBC. Any investment return is just icing on the cake. If that's what he was actually interested in, he'd just be an angel investor and be out there finding far better business ideas.
