They guy would have had multiple chances to surrender..... He chose not to. At that point he should automatically be a target to hit asap knowing he was threatening to kill hostages.

The pira cell also had a chance to surrender... Instead one of them went for his inside pocket. Daft thing to dointne circumstances.
