ANYONE fleeing a hostage situation running scared, facing armed police, would drop to the floor to show they are not a threat....in fact, its legal Rules of Engagement for ANY fire-armed service person to challenge verbally, unless imeediate life is being threatened. The chances are the police would have clearly instructed the person to drop to the floow, arms behind head etc. They'd make the person do this well away from anyone in case they have been forced to wear an explosives belt remotely detonated.
