Well, we call the Maghreb one a rolling R.

Certain dialects in Norway pronounce these R's as the French normally do..

As far as I've heard Dutch, they use both as u said.

Worse part with the Dutch is the G and H, which make your throat ache, innit?

Example: Groningen or Geelredome.

Chroningen... !!!!!!!!! Chchchelredom..
