Well, I imagine the answer would be quite simple

The Board agrees a playing budget. The Chief Executive does not determine the playing budget.

The Board, not being complete f**king morons, but actually hugely experienced businesspeople, were not hoodwinked by a Chief Executive more concerned with personal gain than professional achievement.
