There's no way 2 teams in the city would be left homeless if the development collapsed. So the team can be in the conference and still have a brand spanking new home to play at. Conference players will flock to newer facilities and it wouldn't be long before they went back up
Might be a disaster what Worthington has done, but hopefully in years to come it will be forgotten (like it was at Norwich after his terrible mistakes put one of the biggest teams in the country into league one)
