Price difference between smart and normal versions of same tv are

Usually much greater than the price of an Apple TV or chrome cast. Both of which are far better and faster at the smart functions.

I have a Samsung smart to and never ever use the smart functions since I've had my apple tv.

3d and smart are both waste of money. Just make sure you buy one with a couple of hdmi and a couple of USB slots. Normally telly plus Apple TV and an external hard disk or a few flash sticks is perfect.
