Tbf he won't have put them on the footpath

And he can do what he wants within reason on his land just like you can on yours. You have permissive rights to walk across it, not disturb anything on it.

If you can't control your dog to stay on the path it shouldn't be off the lead

It's a danger to wildlife
Danger to other dog walkers
A bio hazard if it s**ts on a grass field with stock in it
Risks getting some dodgy old gamekeeper after it.

Best just to keep it on a lead and let it off when no stock/birds etc are a problem
