They had lined it up so all new youth team players coming into pro status would be on this scale, as obviously it couldn't be retrospectively applied to first teamers, but then they lost some promising youngster to Genoa or someone, collectively panicked, signed Robinho on about ?180k pw and that well intentioned plan went up in smoke.
