Just read here, his lawyers requested that the CCRC prioritised it -

It looks like they've followed procedure to get it fast tracked. It doesn't mean anything significant in relation to the case being referred to the Court of Appeal -

"It does not in any way represent a judgment by the commission as to the merits of the case or its chances of being referred."
