Keeping up some sort of status quo of perma-civil war probably suits us politically.

Not arming the (reasonably acceptable) rebels was a bit of a clusterf**k though. At the time anyone with half a brain could tell that the psycho element had more money and better weapons, so would rise to prominence in the face of the weaker rabbles of rebels.
