They wanted to sound more legitimate/definite when they declared their caliphate so switched to just 'Islamic State'.

America use ISIL as they don't want to give them that 'legitimacy' so use old name. The L stands for Levant sure.

Doesn't matter what they're called - need to get rid of them!
