the problem is if the World Cup were to be taken away from Qatar (or, say, Russia) said countries would have nothing to lose by revealing how much they paid to who to be awarded it in the first place. I'm guessing FIFA executives know this and will be extremely keen to avoid it (assuming something dodgy has been going on, which obviously we don't know for certain).
Of course FIFA has its own retaliatory threat that if said countries reveal they were involved in effective bribery they could be expelled from FIFA.
So it's a bit of a game of bluff - do the countries concerned believe FIFA as an organisation capable of acting above the interests of its own executive members?
