but UEFA have said games in groups will be played in geographically grouped locations (i.e. not one game in Spain and one in Eastern Europe for example) so it shouldn't be any more difficult to get from place to place than previously (as in the last Europes, where groups were based in either Poland or Ukraine and games therefore not spread across the two).
This gives the chance for countries not big enough to stage a whole tournament to stage games and 'buy into it' (Dublin for example).
With the the tournament expanded to 24 teams (a stupid idea, but that's a separate issue) there aren't many single countries that actually could host the tournament any more (us, Germany, Italy, France, Spain, Russia are the only ones that spring to mind)
