Constitutional reform needs cross-party consensus

Otherwise Labour will just repeal it if/when they come back to power and we'll have to go through the whole process again. Plus, it's naive to think that only Labour have vested interests in this - of course Tories support the idea of an English Parliament because they know they'd be likely to hold a permanent majority there.
