It will only "download" the playlist if you specifically mark it as an "offline playlist"

If you don't do that, then it'll always stream it over the internet when you listen to it. That's ok if you're on wifi at the time, but if you're not it'll use your cellular connection (if the iPad has one). That could end up eating a data allowance or causing muchos roaming charges if abroad.
