I think it would be easier that when a claim for a replay is called

The ref should use a point immediately after to respond to it. If technology fails then the fourth official should flag to get the refs attention

I'd personally only have one call a game for each manager, and they choose it wisely. It should be for a manager to realise this is a new perk, and they should wait for when it's genuinely needed
