Maybe, but, as the writer of AB's piece says, the Labour government then allowed the SNP

to gain credibility through the Scottish Assembly, and did nothing to make Scots feel warmer towards Westminster. That's given Scots the (probably mistaken) self-confidence the lack of which has probably been the only thing that held back the resentment.

Unfortunately, the Scots' feeling they're more badly done to by Westminster is wrong - most of England outside the South East of England probably feels the same, and Wales certainly does.
