I now realise that I was thinking popular vote, not majority or seats.

Here: "In addition, some noted that the Conservatives won a small majority over Labour in England (35.7 and 35.5 per cent of the votes cast there respectively) but that Labour obtained 286 seats to the Conservatives? 194 out of the total of 529.
