ball travels that distance in hardly any time, and why should he have to move it anyway?

If the attacker hits the ball at where the defender's arm is (as long as it's in a natural position) it is the attacker's fault. It is the attacker's responsibility to avoid the arms when he crosses/passes as he would with any other part of the defenders body. Deliberately handling the ball is an offence, just having arms isn't.

One thing I hate about modern football is the sight of defenders with their arms clasped behind their back because they're worried some f***wit of a ref might give a penalty against them if an attacker kicks the ball at them.
