1p5wich game tickets

I see club saying our allocation of circa 2000 tickets have been sold. I thought away allocation was 10% maximum 3000, and as portaloo road holds 30000 why did we not get 3000 or did the club not take up the full allocation?

If it's the max that 1p5wich would allow I hope we return the allocation at Carrow road.
