I can recall Tottenham, West Ham, Sunderland, and QPR all fielding ineligible players

in recent years. They all got away with it. In the case of West Ham and QPR they weren't even 'honest mistakes'.

I suppose that's what happens if you put legendary legal brain Alan Shearer on a panel to decide what's 'fair'.
