I don't disagree with using Surman but I think I'd like Tettey behind him tidying up.

"Out injured for 3 months when a slight gust of wind blows him over" - recovering from ankle surgery for 3 months.

"Passes the ball straight out for corners" - passeD the ball straight out for A corner. Once. In a team that was absolutely falling apart and due to get relegated. No leadership, no-one helping anyone.

"I would say surman is a much better all round player than him." - I would happily have Tettey at the base of a diamond and Surman on the left of it. Would you say the same in reverse? If Surman is truly a much better all-round player then you must think Surman at the base of the diamond would be a better option?

"Loaned him out last year and had a very successful season." - that has nothing to do with Tettey and everything to do with management.

"Could have done with him around last year to create some much needed midfield competition for tettey/Johnson." - that would have been an absolute waste of Surman's year given that Hughton clearly didn't rate him.
