Without the command vehicle whose radar has an IFF capability

they wouldn't have any height information, they would just see a radar contact.

IFF (Identification Friend or Foe) interrogates the transponder of the radar contact which provides information such as call sign, altitude, speed etc.

The radar on the launch vehicle only provides raw radar information to acquire and track a contact.
