you cant get much more reliable

than first hand experience of similar (albeit German) missile launchers from my time in Paderborn.

You cannot launch one "accidently".
You need a squad of 4 to fire a BUK
You need to have been trained in the use for well over a month to even get a lock on
It is not simply a point and shoot weapon system
