CAPE is convective available potential energy in Joules per Kg and the numbers on the chart are from the Lifted Index which is a measure of atmospheric instability. The lower the value, the more severe the potential storms.

Anything less than -6 means severe thunderstorms. -9 will be spectacular if it comes off. As I said yesterday, it's Tornado/Supercell territory.
