Depends on how many are going

If he's bringing some mates (ie own entertainment) then you could go anywhere and I would opt for a villa or hotel on Minorca in/near Mayon

But if he's solo, so you're relying on meeting a crowd out there, then in my view you can't beat Mark Warner or Club Med, where there'll be hordes of young people but some reasonably sensible structure/activities
