I write in connection with your request for information received on June 17th 2014 in
regards to the following question:-

How many motorists have been stopped or given a penalty for lane hogging or
tailgating since it was introduced as an offence last year?

The information you have requested is held by Surrey Police

Between August 2013 and June 20th 2014 = 187

That's under 2 a day. No wonder no one pays attention to it!
