Even if you restricted it to penalty awards, the fact that football is 'free flowing' and a counter attack could lead to a goal 5 seconds later means that more players will go down and appeal a pen, simply to stop that break. Rugby, cricket, NFL, is by nature far more procedural with its set plays, so it allows tech intervention.
