I don't even know if he thinks it was a penalty or not. I can't actually be certain whether he's being sarcastic or not.

However, I personally don't think it was a penalty and it was definnitely a dive. My irritation (identically to Brandonio and AB) is with people who then suggest that the decision was 'fixed'. It was poor refereeing.

You really should read things more carefully. Keep sniping though!
