Even if we were to make a bid for him, how can you possibly know....

how much it would be for (ok probably going to be around that mark), how much are full budget is, and who is likely to leave and therefore boost an already potentially sizeable budget.

I suspect if you found a fiver in your coat pocket you'd moan that it wasn't a tenner.
