Well, it's a little more than a circuit board.

But not by much. It implements a number of standard interfaces (a Universal Serial Bus, so you can do a smell up it), but if all you want is to send streaming content to your telly, especially if you're not *very* techy, and your choices are limited to Chromecast or Raspberry Pi, you can take it from me, pick Chromecast every time, and you can consider anyone telling you to get a Raspberry Pi a honking great big f**king idiot.
