They're "inviting" applications for 3 or 7 games in total?

Usually (I think!) if they are feeling helpful, you'll be told which games the tickets aren't particularly selling well for-do that at the time you are after your chosen game, if they think they are going to shift a few for some of the lesser matches, especially the potentially "meaningless" third games in each group, they'll "find a way" of getting you tickets for one of the games you really want.

This is, I hasten to add, learnt from people that did France and Japan/Korea.
