If it was going to be him they'd have just appointed him.
I've seen senior commercial appointments handled the same way: internal candidate clearly isn't going to get it but gets shortlisted and treated with respect and ends up staying feeling s/he's been treated right. A smart appointee in these circumstances will often tweak that internal person's job to give them a little more responsibility as a sop.
